Can an employee on FMLA work at another job?

I have an employee on intermittant FMLA and is working another job. Is the second job allowed under FMLA?

While there is no express prohibition, it should not be permitted if it is being done on FMLA leave time. If so, the leave is not necessary, and could be withdrawn.
