Legal Question in Civil Litigation in Texas

911 did not answer and father died

Father had a heart attack in the middle of the night, called 911 and got no answer for over 25 min. even after someone went to local fire station and returned with help, also called non-emergency numbers for fire and police and recieved no answer on another phone. I also called Dallas non-emergency and they could not get through to my cities emergncy services either. City claims thier system went down for only 15 min.

Is this situation and the emotional trama my mother, sitser, and myself went through trying to get help for my father something we can bring a lawsuit against the city for?
