City delays sewer service for 14 years after annexing

Would I have any legal standing to sue a city for annexing my property in 1992, and still not providing sewer service (it's been 14 years)? In the meantime, the city has constructed a golf course and is restoring 19th century house. Is the city right to require taxes, but not provide any benefit to my property? How can I get the city to provide sewer service?

You can't. It's been unsuccessfully tried. See Houston and Freedman's Town, that finally got sewer service by the population raising a stink.
