can i apply for green card while doing Pediatric residency program

If you have no close family member who can petition for your green card, then an employer might be able to do so IF you are eligible for a green card and not subject to a 2-year home residency requirement (for example, as a foreign medical graduate).
You can't apply for a green card by yourself unless there is a petitioner who petitions for you.
