Legal Question in Immigration Law in Texas

My boyfriend was originally born in Romania but at 1 was adopted by an american citizen family. He is 18 and they adopted parents never gave him the original birthcertificate to allow him to get his United States Id or passport. Last year his birthparents contacted him that he has never met before except when a baby. They visited him but then wanted him to go and see Romania. He requested a paper to go see his family in romania from the Romanian Embassy in Washington. They granted his wish a couple months later by sending a letter of recommendation saying he could go to romania through flight and it had his picture on it. He left to romania July 1, 2009 and he now wants to come back September 1, 2009 the letter only sent him there it will not send him back. He has received a passport from Romania saying he is from the US . He went today to go and get a visa to come back and they did not give him one because they do not think he is a US citizen. He is going back tomorrow to try again, is there anyway to prove to them he is a US citizen to get him back here?

Is he a USA citizen? Did his adoptive parents completed the process of obtaining a US citizenship for him? Does he have a US passport?

If he is a US citizen, he doesn't need a visa to travel to USA. He needs a USA passport. He should not have left the USA without a US passport.

If he is not a USA citizen, then he needs to get a visa. Visa can be denied and this will happen, he won't be allowed to come back to USA.

Did his family consulted a lawyer in regards to his adoption and immigration to USA? How did he come to USA at age 1 if he was born in Romania?
