hi, i am a US citizen and i am going to sponsor my parents. i have a 16 year old brother who is handicapped, will he be able to come to US with my parents? do i need to sponsor him separately?

Unfortunately, the waiting time for your brother's visa priority time would be at least 10 years (or longer for some countries), where your parents can immigrate within a year. No, your brother can't come with his parents (not in this visa category), he will have to wait for his visa. Yes, you petition for him separately from the parents.
