If you're the age of 65+ and have lived in the US for over 15years, do you have to take the test?
2. IF you don't have the exact date, can you specify only mm/yyyy in the CitizenShip_N-400 application ?

Yes, you still have to take the test. If you are over 55 and have resided in the US for more than 15 years, you do not have the same English language requirement. If you are over 65 and have resided in the US for at least 20 years, there is a specialized government/civics test.
I don't know what date you are referring to in the application.
