Legal Question in Immigration Law in Texas

i have a cousin that was born in US but he lived all his life in nuevo laredo,mexico and the year or so before he was gonna begin high school over there they said he couldn't study there because he was a US citizen. So he came to the states and went to 8th grade here and now he's in 9th grade.... his mother is not a citizen and couldn't come so my mother became his guardian over here.i was wondering if there was anything that could be done like a student visa for him to go back and finish the rest of his school there? or if theres some kind of visa his mom could get because he's here but a visa that would allow her to work in order to pay some of his extra academic activies and what not?

When he is over 21 years of age, he will be able to petition for his mother's permanent residency in USA (which would allow her to live and work legally in USA).
