Legal Question in Immigration Law in Texas
A family member is going thru the process to become a resident and later a citizen. She will be maybe going to Juarez Mexico a very dangerous place and she has a daughter (american) that has special needs and needs plenty of medical care she wont get in mexico. I was wondering if there is any way her stay in mexico could be shorter or not at all. I'm concerned for my family she has a daughter that needs her constant help. Please let me know if there is anything we can look into. I understand its a procedure but wish there was a option or maybe loop hole.

Unfortunately, going to the US Consulate in Juarez and waiting in Mexico until a visa is approved is not optional, it's mandatory for someone who applies for a visa abroad (through Consular Processing). There are no loopholes.
She will have to go to Juarez and apply for a visa, and possibly (if a visa is denied) for a hardship waiver. If she has a special needs USC child and she documents it in a strong waiver application, her waiver and a visa can be approved fast. If a waiver application is "referred", it could take much longer.
I hope she is working with an attorney at her waiver application package, and had all her legal options examined by a professional.
