i am a us green card holder for last 3 years i just married and my husbund on F1 status. so how much time take to get I-130 approval?

The issue here would be not an I-130 approval, but waiting for the petition's priority date to become current (min 4 years), or waiting for you to become a US citizen.

Approval by itself (while a priority date is not current yet) doesn't afford your husband rights to apply for a green card (unless a visa umber is immediately available).
