Legal Question in Immigration Law in Texas

Husband had his paper work in progress to become a lawful permanent resident while his was caught crossing the MX/US border using another person's US ID. Later he was called in for his interview only to be rejected and told that he would never be allowed into the US ever. Does he have any chances at all? Is this true?

It appears that he was using a US identity document and claiming that he is a US citizen when he tried to enter the USA on a US citizen's documents. There is no excuse nor waiver for this. Yes, this is permanent ineligibility for any visa to USA, adjustmjent of status, green card, etc.
