My husband just got a TN visa to work in Gardena, CA. I'll get a TD visa, can I live in El Paso,TX for 6 months before I join my husband in CA?, if so, can I work in Juarez, MX and cross the border daily?

Whether you can work in Mexico is a question of Mexican law. If you are a Maxican citizen, then yes. If not, you might need a permission to work in Mexico.
As a TD visa holder, you are not authorized to accept employment in USA.
