how do i get married if my fianca is in jail?

When he is released from jail on bond, or in his home country if he is being deported.

Please keep in mind that not always marriage can keep him in USA. You shall probably consult an immigration attorney prior to marrying him (to see if he has any realistic chances of being granted lawful status in USA).
