Legal Question in Immigration Law in Texas

My passport expired and I want to invite my parents to the US . I have applied for a new passport . But I will only get it on the May 28th,2010 . Can I send copies of my old passport along with the re-issue receipt from the Indian Consulate at Houston ? Will that be valid ? Or do I need to wait untill I get my new passport ?
