Yes, you can marry a Brazilian citizen. However, if you are not a US citizen but a permanent resident, your wife will not be able to join you in USA immediately. It takes about 4-5 years for a wife of a permanent resident to get a green card. It could be faster (within a year) if you naturalize and become a USA citizen.
