Hi, My sister is F1 Student. I just became US citizen. I wanted to petition her for green card. How long does it take her to get her green card? Can she apply for working permit and travel permit while she is waiting for the green card?

If your sister is from Mexico, it takes 15 years for a visa number to become available to her. If she was born in some other country, for most countries, it currently takes 9 years.
No, she can't get a work permit or travel document. She has to wait abroad OR if in USA, should have some valid long-term visa. If she is in F1 status, she needs to maintain it through the years.
