The Department of Homeland Security is the organization which approves foreign citizens for residency.

However, before filing any petitions with the DHS, I suggest, you consult a knowledgeable attorney, as not everyone (even if married to a US citizen) is eligible for permanent residency through 'adjustment of status'. Many people who are in US illegally and entered the country illegally are not eligible for adjustment of status and have to leave the country to apply for a visa.
