Legal Question in Immigration Law in Texas

I am wanting my girlfriend in the Philippines to come visit me on a tourist visa for several months. We are planning on getting married, so we will eventually need to get a fianc�e visa. The purpose of her visit is for us to get to know each other better. In the process we will be satisfying one of the requirements for getting a fianc�e visa, which is that we meet each other in person. At the end of her stay she will be returning home and then we will begin processing the fianc�e visa. This leads to my main question which is, should she disclose to embassy officials our ultimate plans when she goes to get her tourist visa? If she intends to get a fianc�e visa, that demonstrates that she is planning on returning to the Philippines, at least for a short while. Is this information helpful in her case, or does it make matters more difficult?

This is not an easy situation. A tourist visa can be denied in either case. It might be easer for you, a US citizen to travel to Philippines to meet her than expect that she is allowed to visit you in the United States.
