Legal Question in Employment Law in Texas

I have been in this job for almost 4 years. When I started I was hirer on level 8 then a year and 2 month they (HR) lower my level to a 7 (less competency) because they said that I did not meet the requirement. The company has in my file that they gave me a memo about it but I never got it. They do not have it signed by me. Later, I signed my 2nd annual evaluation and in the top of the page mention Level 7 as my level and I did not notice that, so I signed. Now that I realized that HR changed my level, therefore I can not complain because I by signed it I accepted the level . HR said that because I signed I was admitting that everything was ok. My question then is: Is this legal? I did meet the requirement for the level that I was higher but yet they changed me. In fact, I helped the company to develop the reporting and the position procedure and also I got certified before they lower me. Can they say that I accepted the change by my signed evaluation? Please advise.

unless there is a written policy or contract, employers can do what they want in my opinion..
