Legal Question in Landlord & Tenant Law in Texas
My apartment complex, run by a propert management company, is making me have a veterinarian written paper comparing two very seperate breeds in order to approve my dog to live with me. My dog's breed, which is an english mastiff, is not on the ban list. The breed that is on the ban list is the bullmastiff. Can they really tell me the only way they can approve my dog is if I submit this document comparing the breeds? Is this really a matter of liability concerns?

Yes and yes. They are free not to allow you to move into the apartment if you do not satisfy their pet policy and that is the reason you would not be allowed to move in.
