postal employee not delivering our mail

I live in a small but fast growing town in Texas. In our subdivision, there are 800 homes currently. We received a letter from our mailman stating that if there is any vehicle blocking our mail box (which are by free standing and by the curb)or even near the mailbox, they will hold our mail until such time as they can get clear access to it. In his letter he states ''he's not paid to get out of the vehicle''. Sometimes it isn't possible not to park on the street. Some of the residents here have such small driveways that it is not possible for them to park in their own driveways.

Is it legal for them to keep our mail? I thought the motto was ''rain, snow, sleet, or hail won't stop delivery''. But a vehicle can?

This is a postal union issue, you can be sure. You might try to negotiate with the local postmaster.
