appeal of property valuation in district court

I am appealing the property tax valuation after having a hearing before the Appraisal Review Board. I filed a petition in District Court. The attys. for the ARB answered. I filed an amended petition shortly after this correcting a paragraph. I did not think the ARB attorneys needed to answer the amended petition but someone local (not an atty) told me they did and, if they didn't, it was the same as not answering the original petition. I can't find anything either way. Can someone clarify this for me? I'm doing this pro se as I'm disabled and haven't the funds to hire an attorney. Any assistance is appreciated.

If you are truly indigent, you can get help at North Texas Legal Services. Also, the Dallas Bar Association has a legal clinic.
