Can a contractor decide he is not going to do a repair job after he signed a contract and received 2/3 of the money and cashed check in advance

Yes, he can. It's called "breach of contract." You should write him a demand letter (paper letter - no phone calls, texts, or emails) - give him a time deadline to return your money (ten days should be enough) - then sue him.
