Homeowners Association
Our Homeowners Association held the annual elections for officers. We vote two ways, one is by a mail in proxy and the other is by attending the meeting to vote in person. This year the current officers called individual homeowners who did not mail in their proxy or were not in attendence and asked if they could have their vote by proxy permission over the phone and they signed the proxy for them. Is this legal?

Not without a power of attorney, unless the bylaws state otherwise.
