Legal Question in Real Estate Law in Texas

I am trying to replace myself on a lease at an apartment. The property has a roommate replacement policy in place which I am following, but my roommates are refusing to meet any of the people I find. Is there a way for me to get out of the lease unscathed due to following the policies that are in place even though my roommates are refusing to cooperate?

You can't just replace yourself - even if roommates agree. Your landlord must agree to it. Talk to your landlord.
