My Dad died in '99 and Mom was issued Letters Testamentary, does that mean that her homestead went into her name and can she will or deed it to whomever she wishes?

It depends on what the will said. Did the will leave the property to the mother? If so, she may want to execute an executor's deed to establish a chain of title. If the property is already titled to her, then she can do what she wants to with it. (Assuming there's no lien or other restriction.) Bottom line: read the will and supporting documents.
