I understand that she is banned for 10 years because of her unlawful presence in USA.
I understand from your post that you are not married to your child's mother? If not married, in what status/visa did she live in the USA for 13 years?
If not married and her daughter is under 21, she will not be allowed back to USA. Sometimes people in her situation can apply for a waiver. However, she must have a basis for an immigrant visa first.

Depends if you are married to your daughter's mother. If not, if your daughter is over 21, she can sponsor her mother, but then a hardship waiver should be filed in order to overcome 10 year bar.
Contact an immigration attorney to find the best possible solution for your case.
If you need further assistance, you can contact my firm.
Good luck!
If the daughter is over 21 she can sponsor her or you can marry her. You will need an attorney, give me a call for a free consultation.

The questions you need to answer are:
1) Are you married? If you are married, who are you married to?
2) What was the immigration status of your daughters mother?
3) How old is your daughter?
