As a permanent resident, you can go to Nepal and marry him there. Then, you will come back to USA alone and file a petition for him as your husband. When approved and priority date is current, he can apply for an immigrant visa as your husband.

You can't file a fiance visa petition because you are not a US citizen yet.

Are you an US Citizen? If so,. then, first you have to marry him by going to Nepal. After the marriage, you have to come come back to USA alone and file a petition for him as your husband. When approved and priority date is current, he can apply for an immigrant visa as your husband. Remember, you have to bring some photographs, videos, legal documents of marriage to file the petition.
