House not cleaned before we moved in

I had to move into my house shortly after the previous tenants moved out. I told the landlord that when i walked through the house, i noticed that the carpets needed shampooed and that the wallpaper was literally falling off the walls. He said that the current tenants were going to take care of these things.

We moved in and noticed that there wasn't really any cleaning done, trash was left everywhere, and the smell was horrid. We did most the basic cleaning on the house and cleaned up the trash.

I would like the landlord to pay for the carpet cleaning and paint. Do I have any legal footing? He is being a complete ass about it.

You should be able to expect a living unit that is clean and "move-in ready."

A substantial adjustment in rent should be offered.

Do you have a total for amount spent (both in $ and time) cleaning to get the unit ready?
