Legal Question in Immigration Law in Vermont
I am a US citizen petitioning my parent to migrate to US. However, my siblings are not included under this petition.
Currently my parents live in UAE on an employment based visa (have been living there for 30+ years), but are national's of Pakistan.
As far as what I have tried so far: I have called USCIS and have spoken to a number of officers, when finally reached a manager, who advised me to file a I-130 for all my siblings. He said this will allow my siblings to accompany my parents if the embassy allows them. He further said that currently there is no provision in law that requires it. However, he has seen this happening before. He further said that they might ask you to prove that those minor children (the siblings) are dependent of your parents and that they have the same address (domicile) as your parents.

Yes, you can file separate I-130 petitions for each of your siblings.
No, they will not be allowed to accompany their parents to the USA. The embassy can't allow it. It's allowed on other visa categories, but not in "immediate relative" category.
Waiting time for siblings from Pakistan is currently 9 years.
