ticket for lapsed car inspection sticker

I was pulled over in Dummerston Vermont, and given a ticket for having an expired inspection sticker. The cops were doing a sting for seat belt violations when it happened. The police officer who issued my ticket was from the next town over, Brattleboro, vt. Can he give me a ticket in a different town from where he is a police officer?

This is a challenge to his jurisdiction, but my understanding is that if a police officer sees a violation and has been tasked to that area under joint operations, jurisdiction is appropriate.

Officers are licensed through the state, not the town in which they serve.

That's the quick answer, but you should contact local counsel to be certain.
