What are the rights of a employee parking in a designated handicapped parking space when they have a hangtag for being handicapped. I was advised that I had to go through my office and fill out other forms to have my medical history checked with a 3rd party. My official MVA tag was not good enough?

If your employer is requiring this procedure to assure elgibility for these handicapped parking spaces, I'd say you likely have little choice but to comply(if you want to stay employed with this particular employer).
This procedure may be in reaction to reports of fraud in connection with some of these DMV issued tags/placards for handicapped drivers.
