I will assume that you are the victim or the person who filed the charges.
In Virginia the charges, once brought, belong to the local Commonwealth Attorney. Every City and County has one and the decision to bring any case belongs to that office. That is who you talk to if you want to influence what the government does with the charge.
Many times the Commonwealth's Attorney will take what you say into consideration, but, in the end, the decision is all his.
