Legal Question in Family Law in Virginia

Took 9 months to start taking out child support payment, which put him behind. now Virginia CPE sent a threatening letter to take money from checking account. He has 2 other children he supports (living with him) yet they are saying they are going to take all his living money. He never gets to see child, the grandmothe has custody shouldn't the mother be paying as well?

Would seem high time for "him" to arrange for a consultation with a Virginia attorney who knows a thing or two about child support enforcement in the Commonwealth and the operations of the state agency known as DCSE, i.e., Division of Child Support Enforcement.
