We're lawyers, not search engines. Try typing the code section you mentioned into google, or else google [virginia code] and go to the virginia code search page.
Re: custody
 16.1-241. Jurisdiction; consent for abortion.
16.1-241
[E]ach juvenile and domestic relations district court shall have ... jurisdiction ... over all cases, matters and proceedings involving:
A. The custody, visitation, support, control or disposition of a child:
3. Whose custody, visitation or support is a subject of controversy or requires determination. In such cases jurisdiction shall be concurrent with and not exclusive of courts having equity jurisdiction, except as provided in  16.1-244;
This allows the juvenile and domestic court to decide matters of custody. It also says that they share this privilege with the circuit court when it decides divorce cases.
This is a jurisdictional section and is prety straight forward.
Good luck
