citizens rights

i am a seasonal camper in our city park. a festival is held there once a year. the promoter of the festival has approached the park committee and city council to make seasonal campers pay the difference of what the festival charges to camp and what is already paid for seasonal camping. are there any legal issues in this?

If there are any such issues in the situation which you've described, they most likely fall into the category of what the law refers to as "de minimis".

Perhaps there is an issue if you have already paid for the camping for that season. If so, then you have formed a contract and you have performed under that contract, which cannot be unilaterally amended by the park people. If you have not paid, then I suppose the park can do whatever it likes as can you (i.e., camp somewhere else).
