Legal Question in Civil Litigation in Virginia

Got a notice of inoperative motor vehicle on my two cars..one runs ..just don't have the cash to get tags,inspection,etc..one is my baby a project car firebird..doesn't run they gave me 30 days to comply just curious of my options or a way around it..

Without knowing the source, i.e., (the "they", so to speak) as to this notice and whether in fact it's legitimate regarding its content, I couldn't offer an opinion on it.
