Legal Question in Immigration Law in Virginia
How would I go about filing a petition for a visa, when the other person is from another country (Asia) and I am in the USA. I have all of their information (I.e. birth certificate, passport number, Certificate of Baptism and their record clearance from the National Bureau of Investigation, Department of Justice. I live in a small town and no one here knows how to go about this task.

Of course, no one in a small town knows about legal immigration matters. You should consult a knowledgeable immigration attorney. When dealing with matters of international or immigration law - a lawyer can be from any State because it's federal immigration law.
First of all, what exactly kind of visa you plan to petition for? Is it for a fiancee, for a friend, for a wife, etc? You need to be more specific. If it's for a foreign fiancee - have you met her in person? If yes, when?
