Legal Question in Immigration Law in Virginia

I have a friend who lives in Peru with her daughter. Her oldest daughter, grandchild, son-in-law, and many other family memebers live here in the U.S.

She was tuned down for a Visa to come visit last year when her niece was having a baby. I am a U.S. resisdent (born here White Male) and would like to know if there is anything I can do, as a citizen, to "sponser" or help get her here for a visit. She has a job in Peru and would only be visiting. (with her 10yr old daughter).

No, as an unrelated individual you can't do anything to help a friend's mother to come to visit a relative in USA. There is no "sponsorship" process for this kind of situation.

If her daughter is a US citizen, a daughter can petition for her mother. What is the immigrant status of this Peruvian woman's relatives in USA (are they US citizen, permanent residents, illegal aliens, on student visas, etc)?

Otherwise, the US Consulate often denies visitor's visas to people who they suspect to be an "immigrant risk" (meaning, coming to USA with intent to move there permanently).
