ima us citizen,i maried a none us citizen whose trying to become legalized. I owe money to the irs,will that have an effect on getting her citizenship?

Yes, it might. You will need to sponsor your wife, and for this matter, your income must be above federal poverty guidelines.

Also, she is not eligible for USA citizenship yet. Maximum she can apply for at this time is a permanent residency (green card).

She can be eligible for a Green Card only if she meets all adjustment of status requirements (for exampe, came to USA legally on a visa, etc).
