I would like to know if i could cross charge my parents country for my greencard purpose since I belong to a retrogressed country and my parents came as a refugee to my birth country long ago .

No, you can not. That's your country of birth, not your parents. Sometimes, a person can use a country of birth of their spouse, but not a parent.
