What are the first steps in wanting to marry a person from another country? I am from the U.S. and we want to get married but he is not a U.S. citizen.

It depends. Is he in USA? If yes, on what visa? Is he in USA legally or illegally? How and when did he come to USA?

If he is abroad, the process will be different. If he is in USA, most likely you can apply for a marriage license and marry. However, whether he can remain in USA and obtain a lawful status will depend on his situation and eligibility.
