is a landlord entitled to keep half of a 600.00 securtity deposit if you decide not to rent the property prior to signing a lease? In Brodnax Va.

On what basis? The landlord may keep a portion of the application fee for a rental proeprty covered by the Virginia Residential Landlord Tenant Act. See Va. Code Sec. 55-248.6:1
However, the application fee is not the security deposit, all of which must be returned to the applicant under the circumstance described.
