Legal Question in Landlord & Tenant Law in Virginia

If a former roommate was asked to leave premises over 3 months ago and still has not returned for personal belongings or paid monies owed can anything be done legally with their stuff for the monies owed?

Send the former roommate notice that he or she must return to pick up these belongings by a date certain(probably 30 days or so) and that if such does not occur, the belongings will have to be turned over to the landlord to dispose of as he or she see fit.
