my roommate doesnt pay her half of bills in my name or even hers...now she is trying to eliminate my use of appliaces

Not sure what eliminating appliance use means or how that works, but if she is not going to pay, I suppose you need to file suit in small claims court and/or try to get away from this deadbeat roomie. Good luck.
