Security Deposit

According to Virginia Law, within how many days should a landlord return security deposit to the tenant, who rented house/apartment ?If that limit has passed and he has not sent either deposit back or an itemization of damages, does he forefeit his right to keeping any portion of tenant's security deposit ?
