Is there any recourse for tenants when landlord does not make repairs on rented office space after several requests? Can payment be put in separate account until repairs are made?

Assuming it's a commercial lease, probably not, but you could contact your local general district court clerk's office and ask about asserting a rent escrow account (which may be limited only to residential lease situations).
