Legal Question in Real Estate Law in Virginia

My broker wants to charge 200.00 for our desk space at my realesate office. she started this in september 09 and I am the only on that has been charged to date. The email she sent out said TO ALL AGENTS and the requirments was we had to have a sale or 3 listings a month and she would not charge for that month. All the agents have ignored her on the matter because she did not have a meeting and she didn't give a contract to us stating the facts to us or for us to sign. Just the email. I was charged the money when I had a closing a couple of months ago.And I complainded to her because the other agent that was also in my office was not charged and she gave me the run around . I asked her to send an email with all the facts about this and to have a meeting on it and she has ignored my request. I am going to go to another office and work. I didn't meet the requirments she has put forth in her email last month, but no one else has the whole time and I am the only one that has been charged. She has 2 offices and I am the only one that has got stuck so far . NO other agent has meet the new requirmnets from her 2 offices but she is not taking it out of their commision so far and they are not paying the fee at all. My questions ,is there any way she can make me pay the 200.00 when I go to another office if there was nothing in writing and she has not charged All agents. The Email said to All agents and she has not taking anything out of the part time agents who have not meet the requirments or the others in my office that have not meet the requirments so far just me.

Yes. the broker can charge only you under the circumstances described(in my opinion).
