what can I do about a cop that harassed me and my wife in front of our house after pulling me over for not having a front license plate

If you were stopped by this cop for not having a front license plate on your
vehicle as required under Virginia law, then there was probable cause for the stop, and what you characterize as police harassment that supposedly occurred afterwards may in fact be a matter of interpretation.
