You might check with one of the larger police departments in the state such as Richmond City or Fairfax County PD; one of these agencies should have the answer. (I suspect, however, that as long as the identifying police insignia are removed, there's likely no problem with it, same as used police cars such as Crown Victorias which at one time were regularly auctioned to the public after all such insignia were removed.)
